Mr de Pando holds a degree in Economics and Management Science (specialisation in Entrepreneurship), and a Law degree from the University Pontificia de Comillas. Also, he holds a postgraduate Master´s degree in Business Management form the University of Navarra.

Mr de Pando has developed all his professional career within the Business Consultancy Services area (particularly, public Administration, Health and Urban & Economic Development sectors). He has worked for companies such as: Arthur Andersen, Andersen Consulting, Ernst & Young, Navision Software Spain, S.L. and Microsoft.

Since the start of 2012, Mr de Pando has become International Director of Mercasa, responsible for all international consultancy services.

Currently, he is a member of the Board of Directors of the following Wholesale Markets: Mercamadrid, Mercalaspalmas y Mercatenerif. As well as vice chairman of Mercalaspalmas, Mercatenerif, and the consortium Mercasa-Incatema.

Also, he is a member of the audit & accounting team of the World Union of Wholesale Market (WUWM), based in Hague.
